American computer scientist Joseph Licklider. In 1962 he wrote a series of memo’s describing a global network of computers.
They set out the structure of almost every aspect of what we now call the Internet. With a background in mathematics and psychology he predicted the use of yet to be invented personal computers to ‘…support communities of common interest and collaboration regardless of location…’ His first practical implementation of the network design concept was 30 people linked via terminals to a missile targeting system. 45 years later over 1 billion people access the global network he invented.
